The Constitution was signed on September 17, 1787. The following morning, it began its journey from the Constitutional Convention in Philadelphia to the Confederation Congress in New York.
The cover letter that transmitted the Constitution was signed by George Washington. But did Washington “write” the cover letter which introduced the Constitution to the world?
